聚奎新村“吊脚楼”拆除记 9幢楼、287户全要搬离 对聚奎新村“吊脚楼”的拆除,是今年黄浦区“重塑老城厢”行动的第一个大动作。从搬离、拆除、改造到回搬这一系列过程,既有创新性的举措,又有改善民生的努力,显示出“老城厢新生活”的活力。你搭我也搭“吊脚楼”像豆腐渣般脆弱走进黄浦区小东门街道聚奎新村,干净的街道两旁是一排排粉刷一新的房屋,脚手架正在陆续拆除。很难想象,半年多前,这里一抬头就能看到五花八门的“吊脚楼”。在许多人的印象中,吊脚楼是湘西、鄂西、黔东南地区依山靠河而建的建筑。在上海老城厢的这片“吊脚楼”,并非景观楼,而是存在严重安全隐患的违法建筑。在“重塑老城厢”行动开始前,小东门街道聚奎新村的287户居民中,有245户都存在各类违法搭建,其中“吊脚楼”占到40%。一栋三层斑驳的旧楼,在楼顶加盖再加盖,俨然变成六层“小高楼”。不管住在哪个楼层,许多人家窗外都挂着个1平方米左右的“吊脚楼”:两根拳头粗的钢管,贴着墙壁一支撑,上面可以“长”出一排小房间,楼与楼之间将近5米的间距,被简易棚子挤得只剩一两米宽……“吊脚楼”生长的历史,如今已很难追溯,但每一个狭小的“吊脚楼”背后或许都可以挖掘出一段关于居住的艰难史。这里的人均居住面积非常小,常常是多口人挤在一间屋子里。居住条件实在有限,只得想办法把房子往外搭,居民们抱着“你搭,我也搭”的心态竞相搭建,聚奎新村的“吊脚楼”越搭越多。杂乱丛生的“吊脚楼”在解决局部住房困难时,却滋生出许多的安全隐患问题。比如“吊脚楼”本身的安全性就不高。两根钢管支起来的房间,看着就令人害怕。各家的违法搭建造成严重的占道现象,这里的通道日益萎缩成连黄鱼车都通不过的程度。总之,这些“吊脚楼”的存在改变了老房子原先的沉重结构,居民自己搭建时所用的材料又非常脆弱,有些“吊脚楼”几乎就像“豆腐渣”一样危险。9幢楼、287户,上千人全都要搬离2016年,黄浦区区委、区政府下决心“重塑老城厢”,其中拆除小东门街道和豫园街道的违章建筑是重中之重,“吊脚楼”到了“不得不动”的时候。彻底拆除这些陈年顽疾,需要的不只是勇气和决心,还要有科学与智慧的方法。聚奎新村建于上世纪60年代,属于直管公房。黄浦区请上海建科院房屋质量检测站的专家多次进行实地考察,他们给出的评定结果是:建筑年代本已久远,房屋结构自然老化、损坏,再加上多年存在大量违法建筑,这里存在严重的房屋安全隐患与重大消防安全隐患,对居民生命财产构成直接威胁。更危险的是,有的“吊脚楼”就“长”在老房子上,面临着“拆一户、可能倒一片”的情景。对此,查勘设计单位和施工单位给出专业建议:要保证拆违工作的安全进行,聚奎新村的所有居民必须全部搬离。全部搬离,究竟意味着什么?即,9幢楼、287户住着的上千人要同时搬迁。每一户人家的搬离都是不小的工程。黄浦区下定了决心,把拆除违章建筑、拆除“吊脚楼”,作为老城厢“补短板”工程的第一个大动作,并制定了依情、依理、依法的目标。街道、房管局、公安分局消防支队、法制办等部门成立了聚奎新村房屋排险解危和居民应急避险工作领导小组,通过各相关部门和单位分工合作,进行综合协调、宣传动员、危房搬离和房屋加固修缮工作。小东门街道和南房集团组织动员了50余名机关干部、管理人员和居委干部开展居民的签约搬离工作。2016年3月15日,搬迁工作正式开始。黄浦区六个委办局对聚奎新村联合下发通告:排险避危,对房屋进行拆违、加固与修缮,并要求全部人员暂时撤离。住在聚奎新村4号楼3楼的芮阿婆听到消息后,很快就行动了起来。她催着住在普陀区的儿子、儿媳赶来,陪同自己完成签约。芮阿婆说,自己违法搭建的卫生设施,质量不好,只是将就着用。这次,政府不但说要给房屋加固修缮,还会改造厨卫设施与水电管线,等改造完成搬回来“住着肯定比现在舒服”。对黄浦区政府作出全部暂时搬离的决定,芮阿婆连说“支持”。为了保证搬迁改造工程工作的顺利进行,小东门街道领导天天坐镇学院路68号,现场指挥排险解危工作,化解居民的疑虑、协调相关部门解决搬离中的各种事宜。话说得漂亮,不如真心实意解决难题3月24日,98%的居民签约同意搬离,但还有少数居民不肯动。小东门街道机关干部胡建伟是这次搬迁工作小组的成员之一,也是动员最后5家不愿搬离居民的“攻坚小组”负责人。聚奎新村的彭家兄弟就是其中需要“攻坚”的一家,20多平方米的家里住了5口人。彭家弟弟有深度近视,一直以养信鸽为生,他家搭建的“吊脚楼”被用作了卫生间,“吊脚楼”上还搭了一个鸽棚。与他同住的哥哥患有喉癌,难以与人交流。胡建伟与同事去彭家十多次,兄弟二人就是不肯搬。胡建伟知道,话说得再漂亮,不如说点心里话,必须换位思考,真心实意地帮他解决生活难题。彭家弟弟的信鸽养了十几年,他不肯搬的主要原因是这八十多只信鸽。“吊脚楼”拆了,就意味着鸽子没地方养。胡建伟动员他先想办法把鸽环转让,再把鸽子卖掉。他又想办法联系民政部门,给患有喉癌的哥哥予以一定的帮助。“居民们都知道拆违改建是一件好事,但对有些住了一辈子的老人来说,要马上搬家确实有困难,我们只能‘本着一把钥匙开一把锁’的原则,多为他们着想。”胡建伟说。像胡建伟一样,很多工作组的同志都设身处地地为聚奎新村的居民想办法,帮助他们解决撤离时的实际困难。有的家庭兄弟姐妹多年来挤在面积很小的房子里,日积月累矛盾很深,上门劝他们搬离,就难以回避那些多年难解的“家务事”。对此,针对每户人家的不同情况,工作组的同志们研究出了一套“接地气”的工作方法。还有许多意想不到的细节频频出现在搬迁工作中。住了几十年没挪过窝的老人谁来帮他们搬?搬到哪里去?煤气瓶谁来搬?“吊脚楼”拆掉了,里面的家具放哪里?街道的养老院也存在违建,住在里面的老人怎么过渡?工作组的同志们不分白天黑夜,夜以继日工作,在各方协调、共同努力下,这些难题都一一化解。从3月15日到3月31日,短短半个月时间,绝大部分居民都已搬离。千方百计,因地制宜为每户人家改善居住条件搬迁本身不是最难的,最大的难题是如何在拆除违法搭建的同时满足居民的切实生活需求。黄浦区在拆违之初就明确,对老城厢内的居民违建,不能简单地一拆了之。在拆违同时,他们本着“旧而不脏,老而不破,小而不乱”的宗旨配套进行了房屋修缮、厨卫工程、水电管线改造、小区绿化补种等工程,解决居民长期以来的“急、难、愁、盼”问题。指挥部坚持细心摸底、耐心约谈沟通,重视居民诉求,并根据实际条件,千方百计为每户人家改善居住条件,“螺蛳壳里做道场”,在既有房屋内嵌入所必需的生活设施。如今,聚奎新村改造施工已近尾声,走进其中任何一间“样板房”,都可见厨卫设施均齐备,与过去的面貌截然不同。几个月后,居民们将陆续搬回来,他们眼前的将不再是危险的“吊脚楼”、狭小的共用空间,而是焕然一新的家。 贵州的吊脚楼原来是这样起来的 真是不看不知道啊!
